SEOUL, Newspim — Bavet, Cambodia. The lights of casinos shine brightly in this city near the Vietnamese border. Inside one building in Bavet, “clock-in” checks begin without fail every morning at 9 a.m. Employees are fined if they are late for work, and fined again if they leave early. If performance is poor, two hours of overtime are added.
From the outside, it may look like nothing more than a strict overseas call center. In reality, however, it is the office of a romance scam and voice phishing criminal organization that has been defined in court as a “criminal organization.”

“When I look at voice phishing participants in their 20s, they often have no sense of guilt and try to make money as if they were playing a game. Even voice phishing defendants detained in detention centers say without hesitation that once they finish serving their sentences, they will go back overseas and do voice phishing again because they have been promised KRW 30 million a month.”
This was stated by Chon Hyeong Hwan, Managing Partner at Mega-X Law Office, who has represented many participants in and victims of Southeast Asia-based voice phishing organizations in Thailand.
Even When One Employee Is Caught, the Criminal System Keeps Running
What makes such criminal organizations dangerous is that even if one person is caught, the organizational structure itself does not collapse.
