The amount of collection orders imposed on criminals has been found to be minimal compared with the scale of damages caused by fraud originating from Cambodia. This is because investigations often face difficulties from the very beginning in proving the criminal proceeds that serve as the basis for calculating collection amounts. The structure in which most of the damage funds flow to foreign ringleaders also makes it difficult to track criminal proceeds.

Suspects use methods such as converting criminal proceeds into virtual assets and concealing them, or laundering the money multiple times through borrowed-name bank accounts and real estate held under other people’s names. These methods are used to make it difficult for investigative authorities to trace the flow of funds.
Attorney Chon Hyeong Hwan of Mega-X Law Office, a former police officer, said, “These days, many organizations pay criminal proceeds in Tether, a U.S. dollar-based stablecoin, in order to avoid tracking.”
He added, “In situations where there is no objective data related to criminal proceeds, such as bank transaction records, investigators may have no choice but to rely on confessions.”
