The number of teenage offenders involved in psychotropic drugs has increased more than sevenfold over the past two years, prompting calls for urgent measures. Legal experts advise that, given the high rate of recidivism, the system for preventing repeat offenses must be strengthened.

Attorney Chon Hyeong Hwan of YK Law Firm, a former police officer, said, “Once a person starts using drugs, it is difficult to quit. Even if punishment is severe, repeat offenses continue to increase.” He pointed out, “Punishment is important, but the reality is that recidivism prevention programs are far too insufficient.”

He continued, “There are several designated drug treatment hospitals in Korea, but even there, fundamental treatment is difficult in practice. That is why it is difficult for offenders to quit drugs, and why the number of drug offenders has continued to rise.”

Attorney Chon advised, “The government and the judiciary must recognize the seriousness of the situation. I believe we need to end the practice of granting suspended indictments or protective dispositions simply because the offender is a first-time offender or a juvenile under the age of criminal responsibility, and instead strengthen recidivism prevention programs.”
